HAPPY NEW YEAR FROM THE PARISH COUNCILLORS
As the New Yearbreaks Councillors and staff at the Parish
Council send their wishes of happiness and good health to all.
TREE WORK AT EYES MEADOW
Regular visitors to Eyes Meadow will have noticed that significant
works have taken place there over the past few months.
The Shed has now disappeared and the temporary telephone
mast currently sitting in its place will be replaced by grass over
the summer, opening the area up for users.
A programme of tree management work has also been
undertaken, with the aim of ensuring that the tradition of
producing magnificent specimen trees on the site continues.
The main area of work this year has been along the roadside
just beyond the cricket ground.
The trees and shrubs in this area had been over-planted to
allow the young trees space to mature. Now that the trees have
become established it has been necessary to remove the
protective trees and shrubs to ensure that the remaining
specimen trees grow correctly in shape and form .
It is hoped that the remaining trees particularly the Oaks and
Pines will grow to the level of the other large specimen trees on
the site, and be enjoyed for generations to come.
Whilst undertaking the inspection of Eyes Meadow the Parish
Council were sad to learn that the large Lime located behind
the cricket ground was in a poor state of health. Excessive
sprouting and damage to the base of the trunk through disease
may mean that the tree cannot be saved. The Parish Council is
currently taking urgent action to look at possibilities for the
tree and to establish if it can be saved.
KEEP YOUR DOG SAFE — CLEAN IT UP
Despite the increase in the number of bins provided for dog
walkers throughout the village, the Parish Council hasreceived an increasing numberof complaints about dog
fouling on green spaces and footpaths.
This is particularly nasty for young children involved in sport atthe two main recreational grounds. Whilst a
order is currently being progressed for Grays Recreational
Ground, and they are banned from entering the childrens play
area, walkers at Eyes Meadow currently still have the option of
allowing their dogs to run free.
This does not however mean that they do not have to clear up
their mess, and indeed those committing the offence are subject
to fines from the dog wardens.
Whilst there has been a request for increased patrols, we would
ask residents seeing such offences to report them directly to the
dog wardens on 01773 841335.
This problem does not only affect humans, but can be lethal to
dog as it allow the spread of Parvovirus.
This disease is particularly problematic for young dogs and can
be deadly.
IMPROVING WEBSITE
The Parish Council has added a document library to its
website. Here you will be able to view more information
about how the Parish Council works.

MERRY CHRISTMAS AND A HAPPY NEW YEAR
Staff and Councillors at the Parish Council would like to send
their best wishes to you all , and wish you a very Happy
Christmas and Prosperous New Year.
THANKS FOR A GREAT SUCCESS
The Parish Council would like to send their sincere thanks
to all the parties involved in the organisation and manning
of the Annual Bonfire and Fireworks Event this year.
The Community Association together with ACT squadron 620,
the Scout Network and Duffield Fire Service ensured that the
event went off with a bang, and was enjoyed by more than
1200 visitors.
We also send our sincere thanks to Duffield News, Duffield
Fish Bar and Meadow Vale News who sold advance tickets for
the event.
We hope that villagers will continue to support our local shops
in these difficult times as they play an important role in our
community.
Part of the funds raised by the fireworks event will go towards
brightening the village around the Christmas period, and we
hope that you all take the opportunity to enjoy the Christmas
trees displayed around the village as you do your local
shopping.
ALL CHANGE AT EYES MEADOW
Visitors to the Eyes Meadow will now see that the shed has
now been demolished, with its temporary replacement now
firmly in place.
The steel container houses only basic items such as football
flag posts and contains nothing of any value.
A temporary telephone mast will be placed on the site of the
shed for the next six months. This is an emergency measure to
ensure continued telephone coverage for Vodafone customers
in the area.
Residents and visitors are advised that although a protective
fence will be placed around the mast for their safety, they
should stay away from the site. The temporary mast will be
removed once a more permanent solution is in place. This will
be through the modification to the existing telephone masts
already located on the site.
Longer term this will mean that the village will continue to
receive good mobile telephone coverage without impacting on
this or other sites in the locality.
FIRE SERVICE BRING ROAD SAFETY TO REALITY
The Parish Council has been concerned overthe number of
road accidents taking place or involving Duffield residents,
and in particularthe impact upon our youngest residents
taking up driving for the first time.
We note therefore that Duffield Fire Station are organising a
road safety event at Ecclesbourne School on Wednesday 10th
December 2008.
The event is part of Derbyshire Fire and Rescue’s work in
reducing Road Traffic Collisions in the county.
The event will consist of talks from the Fire Service, Police and
Ambulance crews followed by a practical demonstration where
volunteers will be cut free from wrecked vehicles.
The Watch Manager John Foster of Duffield Fire Station says,”
we have attended a number of serious accidents over the last
few years involving young drivers from the area and they seem
to be on the increase.
“We are going to deliver a hard hitting presentation to the 6th
form students at the school in the hope of reducing this trend”

COUNCIL ADOPTS NEW MODEL PUBLICATION SCHEME
In accordance with recommendations from the Information
Commissionerthe Parish Council have adopted the new
model publication scheme.
The Model Scheme, as adopted, can be viewed at the
information commissioner’s website in full at www.ico.gov.uk
.
The easiest way of locating it is to click on Publication Schemes
under the A-Z listing. Information about the scheme will also be
placed on the Parish Council’s website.
If you do not have access to the internet information on the
scheme can be obtained from the Parish Council Office.

MORE VANDALISM AT PLAYGROUND
Unfortunately there has been furtherdamage to the new
playground caused by vandals.
Fires have been started resulting in the removal of a wooden
bench, and an attempt has been made to burn through the
scramble netting attached to the climbing frame.
The Parish Council has no resources to replace any damaged
equipment.
If any member of the public witnesses such damage, or any
other anti social behaviour, or has any information as to the
identity of the culprits, we would ask them to report it to the
police as soon as possible.
If you can help with any information on this matter please call
Derbyshire Police on 0845 123 33 33.
With the new alcohol control order now enforceable on Gray
Recreational Ground, the police have confirmed that patrols
will be stepped up in the area to tackle the under age drinking
which has plagued the site.
GRANT FUNDING AVAILABLE
The Parish Council has a total budget of £1000 for 2008 /
2009 available to not for profit organisations (or projects)
based in Duffield and welcomes applications for this
money.
Known as ‘S137 Funding’, the Parish Council has the power to
allocate funding, in full or in part, to those organisations that
can demonstrate that all application criteria have been met.
A full list of criteria is available, together with a standard claim
form from the Parish Office (see below). Any requests
received will be considered by the Parish Council, normally at
the end of the calendar year. Previous successful applicants
include charities, PTFAs, local sports clubs and societies.

PROPOSED CHANGES TO TOWN STREET
Following changes in legislation, Derbyshire County Council are planning to make significant changes to Town Street at the Wirksworth Road and Chapel Street Junctions which will result in improved bus access for disabled users. The Parish Council have sent their comments regarding the changes to Derbyshire County Council, and it is anticipated that work on the changes will commence in late Autumn.

LOWER DERWENT FLOOD RISK MANGEMENT
STRATEGY
As part of the Environment Agencies management of flood
risk forthe River Trent, the third largest river in England,
the Environment Agency is looking at ways in which it can
manage associated flooding along its tributaries including
the LowerDerwent which passes through Duffield.
Their suggestions for Duffield include maintaining existing
defences, increasing flood warning participation and
developing a Blue Corridor along which land use and land
management activities will be will subject to change.
This strategy will restrict land use along the blue corridor for
development, and will encourage the development of wetlands
and other activities which assist with flood risk. If you would
like to take part in the consultation on the proposals to deal with
flooding in your area, please look at the environment agencies

PARA MOTORISTS ON EYES MEADOW
Five Para Motorists togetherwith theirsupport crew were
given special permission by the Parish Council to use Eyes
Meadow as theirlanding site as part of their Tip to Toe
charity flight to raise money forThe Forces Children’s
Trust’& The Regional AirAmbulances.
The Para motorists started their flight on 29th of July 2008, at
Lands End, with the hope of reaching John O’Groats, more
than 700 miles away in 8 days. They eventually arrived on
Wednesday 13th August 2008. Eyes Meadow was their only
landing site in the East Midlands and will play and important
back drop for the film being made about their adventure. If you

PLANNING APPLICATION TO REPLACE SHED
The Parish Council has made an application for a small high
security storage shed at Eyes Meadow.
It will be used to store low value items such as football flags
and signs.
The shed will be coated with anti climb paint. If you would like
to view our application you can access this on the Amber
Valley website at www.ambervalley.gov.ukand search for their
planning register.
SPATE OF BURGLARIES AND THEFTS HIT DUFFIELD
The Parish Council has been one of the victims of the recent
spate of thefts and burglaries that have hit Duffield.
Commercial businesses and not for profit organisations have
also been targeted. The Parish Council had its Stihl Petrol
hedge trimmer stolen from the Cemetery, where it was being
used by the superintendent. The trimmer has security markings,
so if you are offered a used Stihl Petrol Trimmer please contact
Derbyshire Police on 0845 123 3333 as they will be able to
identify the stolen item. They have also requested resident call
999 if they suspect that a break in may be taking place, as
resolving this problem has been identified as a key objective
for the community policing team.
AUTUMN FOOTPRINTS FESTIVAL
DUFFIELD AND HAZELWOOD
TUESDAY 16TH SEPTEMBER 2008
Councillors from Duffield Parish Council will again be taking
part in this festival by leading a walk through Duffield and
Hazelwood.
Councillor Pauline Buckle and John Rice are experienced
walkers and have put together a circular walk via Farnah Green
and Hazelwood taking in the views of the Derwent Valley andEcclesbourne Valleys.
If you would like to join them on this sometimes challenging
walk please meet them at Duffield Cemetery, on Hazelwood
Road at 10.30am.

PLAYGROUND A HUGE SUCCESS
The Parish Council is delighted that so many children are using, and
enjoying the new playground at Grays Recreation Ground. We
would like to thank you for all the very positive feedback received
and would encourage you to give us your opinions.
The playground
has become a victim of its own success in that more users have
meant more rubbish being generated. As a result the Council has
ordered a new bin that should be in place shortly.
Watch out for the hungry bear!!
We have also noticed that many young children are
enjoying the football post located at the back of
Eyes Meadow. To help with this play, the Parish
Council has purchased an additional football post
to be placed here so that a full end to end game can
be played. We hope you enjoy it. It should be
installed shortly.
The Playground is a very popular place and we are
doing our best to ensure that it remains clean and safe. One way in
which you can help us is by taking you recyclable rubbish home.
This not only leaves space for other rubbish, but also helps protect
the planet and preserve the environment.
NEW FOOTBALL PITCH
The success of Duffield Dynamos football for juniors is such that
there is an increased demand for football facilities within the village
particularly at weekends. The Council is always keen to encourage
and support such activity and, as a result, is taking steps to bring
back into use the football pitch at Grays Recreation Ground to
compliment the existing pitches at Eyes Meadow. Unfortunately
there are no parking provisions on this site, or on the adjacent roads.
The narrow roads must be kept clear in case of an emergency. Please
do not bring your car. Arrangements for disabled users can be made
through the football club.
DEMOLITION OF ‘SHED’ AT EYES MEADOW
The storage facility at Eyes meadow, commonly referred to as the ‘shed’, is at the end of its useful life, and may, in time, become
unsafe. The Council has made a decision to demolish the shed,
using specialist contractors. Planning permission has been sought to
locate a high security container at the site that will be used for
storage. If you have any items stored at the shed, and have not been
contacted by the Clerk, please get in touch. Any unclaimed items
will be recycled or disposed off by the end of September.
WELCOME TO OUR NEW ADVISORS
The Parish Council is very pleased to welcome new advisors to their
Recreational Committee. Mr. Keith Redfern has agreed to take the
role of footpath advisor for the north west section of the village. His
acceptance of this role will ensure that the good work of Mr. & Mrs.
Tonks who retired earlier this year will be continued. We wish Keith
every success in his new role and thank him for taking time to help
the Council in this important role.
The Parish Council have also appointed and advisor from the
Cricket Club to work with them in the ongoing development of Eyes
Meadow.
TREE WORK AT EYES MEADOW
Contractors have been invited to undertake tree thinning and shrub
removal work at Eyes Meadow over the Autumn period. It is
anticipated that this work will open up parts of the meadow and
allow specimen tree more space to grow. This work will be coupled
with pollarding and trimming at the Cemetery as part of the Parish
Councils’ ongoing tree management work.
CEMETERY WORK CONTINUES
Following an extensive contact and advertising programme for
grade 3 failed memorials; work will start over the next few months
to lay down memorials where no response has been received. All
memorials will be laid with their inscription facing upwards, to
ensure that the information on them can be viewed. We apologise
for any inconvenience that this work may cause users of the
cemetery
We would also like to thank visitors to the Cemetery on Hazelwood
Road for their patience during recent resurfacing work on the drive
and parking bays outside the Cemetery on Hazelwood Road. This
work, costing £10,000, has allowed this area of road to be adopted
by Derbyshire County Council, thus reducing future liabilities for
the Parish Council.
STAY SAFE BY THE WATER
As the Summer holiday get into full swing, we would urge all users
of Eyes Meadow and Grays Recreational ground to be aware of
river safety, and resist the temptation of talking a dip in what might
appear to be cooling waters. We would particularly urge young
teenagers to resist the temptations of jumping from the gas pipe into
the River Derwent. The River has dangerous under currents and has
caught out even strong swimmers with its dense weeds. The Parish
Council have asked the British Gas to look at the safety of their
fencing around the pipe. Any problems on this issue can be reported
to British Gas on 0845 605 6677.

THANK YOU TO GERARD VARIN
The Parish Council would like to offer their thanks to Gerard
Varin for the kind donation of a picnic bench at Grays
Recreational Ground. The bench is a welcomed addition to the
recreational site and has been placed under the tree to give
shade to users of the playground over the summer months.
BARBEQUES AT EYES MEADOW
It has come to the Councils attention that a number of residents
are taking portable barbeques to Eyes Meadow and using the
picnic benches as stands for them. If you notice this happening
please call the police on 0845 123 33 33 as the Parish Council
will pursue all types of criminal damage to its property.
FIXED PENALTY NOTICES TO BE ISSUED TO
TACKLE LITTERING AND DOG FOULING
People who drop litter and dog owners who refuse to clean up
after their pets risk receiving on-the-spot fines from Community
Officers from Amber Valley Borough Council. Anyone who is
caught committing these offences will be issued with a £80
fixed penalty notice. As well as applying to all open areas and
footpaths in the Borough, these measures also apply to Parish
owned land at Eyes Meadow and Gray Recreational Ground as
they are public spaces within Amber Valley. Parish Council
members support the Borough Councils action in tackling “the
selfish minority of people who persist in spoiling the
environment by dropping litter and not cleaning up after their
dogs” They noted that significant investment had and continued
to take place in the provision of bins and that free poop scoop
bags continued to be provided to residents by Amber Valley.
ALCOHOL DESIGNATION ORDER TO BE BROUGHT
INTO FORCE
Anew alcohol designation order is shortly to be brought into
force on Grays Recreational Ground. Notices will be displayed
on the site to inform residents of this designation. This means
that the police have the powers to “ require a person, in such a
place, not to drink alcohol in that place where the officer
reasonably believes that the person is, has or intends to do so,
and to surrender any alcohol or alcohol containers (other than
sealed containers) in the person possession. Failure to comply
with an officer’s requirement in respect of public drinking or
surrender of alcohol, without reasonable excuse, will be an
arrestable offence.”The designation order will be extended to
include Town Street, Wirksworth Road, Tamworth Street,
Holloway Road and King Street as soon as negotiations on the
placement of signs with Derbyshire County Council have
concluded.
CCTV FOR TOWN STREET
The Parish Council was pleased to congratulate Councillor
Chris Short in his successful negotiations with Derbyshire
Police Authority on the placement of CCTVcameras on Town
Street. Councillor Short is both a member of the Parish Council
and Amber Valley Borough Council.
NOTICE OF RECESS
Members of the Public should note that the Parish Council will
be in recess from 8th July 2008 to 9th September 2008. The
Parish Office will be open on Mondays and Wednesday
Mornings between 10.00am and 12.00 noon in July and on
Wednesdays only between 10.00am and 12.00 noon in August.
Following a legal change in the way in which the public may
participate in Parish Council meetings, the Parish Council have
drawn up guidelines for Parishioners to ensure their views are
heard as effectively as possible. Acopy of these guidelines will be
placed in the Parish noticeboards and will be available at all
meetings. If you would like more information about how you can
have your say at Parish Council meetings please contact the Clerk
who would be happy to provide you with more information.
UNSAFE MEMORIALS FINAL NOTICE
The Parish Council have over the past months attempted to
contact relatives of those with grade three failed memorials at
Duffield Cemetery. We are asking relatives who have not
already contacted us to do so by the end of this month. Where
no contact is made the failed memorial will be laid in the grave
space with the inscription facing upwards. Details of the grade
three failed memorials have been placed in the Cemetery Notice
Board and in the Parish Notice Board on Town Street.

The Parish Council is looking to recruit an experienced minute
taker to service their meetings on a temporary basis for six
months. The post may become permanent.
The Council meets
on the second Tuesday each month, excluding August, and in
addition to this its three sub committees meet on a quarterly
basis. Each meeting lasts for approximately two hours. You will
be required to attend the Parish meetings and write up minutes
from those meetings in accordance with Council procedures.
Working with a small team you will be well supported in your

Notice in accordance with the Accounts and Audi Regulation
2003 (SI2003/533) as amended by the Accounts and Audit
Regulations 2006 (SI2006/564) was posted in the Parish Notice
Boards from 15th May 2008 to inform Parishioners of their
rights to inspect the Parish Councils’Annual Return books and deed, contracts, and vouchers for the year ended 31st March
2008.
This right to inspect continues until 16th June 2008 and
information on these documents can be obtained from the
Clerk during office opening times.
Copies of documents may
also be requested at a small cost.
The Annual Meeting of the Parish Council on13th May
2008 saw the election of the new Chairman of the Parish
Council, Mr. Tony Woodings.
This is the second time that Tony has served as
Chairman, of the Parish Council having previously been
elected to the post in 2006.
Tony has served on the Parish Council since 2000 and has
been an active member having previously taken on the
Chairmanship of Finance and General Purpose and
Recreational Committees. At the same meeting Mr. Paul
Greenwood was elected to the
post of VICE CHAIRMAN
OF
THE PARISH COUNCIL.
Paul was newly
elected to the Parish Council in
2007.

PARISH MEETING
The Parish Council held their Annual Parish Meeting at the
Weston Centre, Duffield on Tuesday 22 April 2008.
Unfortunately only one member of the public was able to
attend the meeting. Councillors are keen to inform residents of
their activities and a summary of the some of the reports given
is shown below, more will follow next time:
Chairman’s Report
The Chairman welcomed attendees. He noted that the sub-committee structure had changed to incorporate the Strategy
Committee into the Finance and General Purposes Committee.
This action would facilitate greater efficiencies in the strategic
decision making process as it would allow all financial
implication to be considered at the same time by members.
Considerable work had been undertaken in the year to meet the
burgeoning regulations by which Local Councils are
controlled. These included the review and redrafting of
Standing Orders, Financial Standing Orders and submissions
for inclusion on the Information Commissioners Register.
The Parish Council had moved offices twice in the year and are
now settled in our new home at the Weston Centre.
The Chairman thanked those involved in facilitating this move.
The Parish Council were unable to host the DCA’s Carnival
last year due to flooding, but wished the organising committee
every success this year.
Belper Steam Rally have we are pleased to report found
another venue and this years event will be held at Home Farm,
Street Lane, Denby on 7 & 8th June 2008.
We wish them well. We were unable to offer them the use of
Eyes Meadow this year due to uncertainty over the legal
position regarding Donald Hawley Way bridge repairs.
Councillors will again be organising a Parish Walk for the
Amber Valley Walking Festival in September, this follows on
from successful adventures over the past two years.
Thanks were given to the Clerk, Sally, and to the Assistant
Clerk, Chris, for their hard work.
Several Councillors have served on outside bodies on behalf of
the Parish Council, and the Chairman thanked them for giving
up their time for these duties.
Mr. David Guy, Cemetery Superintendent and Mr. Michael
Forkin, Village Warden were recognised for their contribution
to the village and for their continued hard work and dedication.Volunteers including Mrs J Arnold, the Tree Warden; Mr J
Banahan of the Belper Road Safety Committee;
Neighbourhood Watch Representatives; Footpath Wardens
members of the Millennium Meadow Conservation Trust;
Duffield Community Association; County and Borough
Councillors were also thanked for their work with the Parish
Council.
Cemetery Chairman’s Report
This past year has been challenging for the Cemetery
Committee and for the Parish Clerk. Following the
recommendations contained in the Ombudsman’s report for safety in burial grounds, topple-testing of the memorials within
the cemetery has been undertaken.
All necessary action to make the headstones safe on a
temporary basis has been carried out. Duffield residents can be
assured that all the action taken by the Council has been
undertaken with the utmost consideration for the feelings of all
bereaved families and only the necessary action, which was a‘statutory duty’for the Parish Council, has been carried out.
A compilation of an electronic data-base containing
information on 4000 graves has been completed. I would like
to thank to David Guy and Michael Forkin for completing this.
We hope to publish this information on the Parish Council’s
website during the coming months. The cemetery lodge
building has been the subject of some repairs and
improvements. A new heating system and bathroom has been
installed and some replacement windows will soon be fitted. .
It has been decided to continue with the wild flower nature
reserve located in the oldest part of the Cemetery for a further
twelve months.
With regard to the allotments it can be reported that the number
under cultivation is now nineteen, an increase of four on the
previous year.
Thanks were extended to The Clerk, Mr David Guy and Mr
Michael Forkin for their work at the Cemetery and to Mrs
Moya Guy for her beautiful flower baskets that decorate the

PLAY AREA AT GRAYS RECREATIONAL GROUND
The Parish Council are thrilled to inform residents that the new
play area at grays recreational ground will at last be installed
over the next few weeks. Installation work is due to commence
in early April and is expected to take approximately six weeks
to complete. The Parish Council have been fortunate to obtain
funding for the play area from BIFFAa community grant linked
with waste disposal supported by the Derbyshire Trust. Grant
monies of £26,000 towards the project were awarded to the
Parish Council last month and all of this money will be used in
the play area. In addition to this the remaining £66,000 was
awarded from Amber Valley Borough Council from the s106
funding that was allocated to the village from developers
contributions made on the construction of the Miller Homes and
Radleigh sites.
We would ask parents and children to co-operate with the Parish
Council during the construction process and to take care when
using the site. The playground area will be co-cordoned off
during the construction period and children and adults are asked
to stay away from this part of the recreational ground for their
own safety. An official opening of the playground is planned for
the 26th May 2008 when we hope all villagers will come along
and enjoy the new facility.
RESURFACING WORK AT DUFFIELD CEMETERY
The Parish Council are pleased to announce that resurfacing
work at Duffield Cemetery is due to commence over the next
few weeks. The parking area outside the cemetery will be fully
resurfaced and drainage and edging will be improved. Once
completed the roadway will be adopted by Derbyshire County
Council who will then maintain the road. This action will
improve the area and provide a safe crossing point for
pedestrians visiting the Cemetery.

SAD NEWS OF PETER BOARDMAN
The Parish Council would like to pay tribute to Mr. Peter
Boardman who sadly passed away last month. Peter was
involved with the Parish Council as a footpaths advisor for more
than thirty years before his retirement in 2006. Like many
volunteers he was involved in may aspects of village life and his
contribution to its well being and worth through selfless giving
of his time ensured a vibrant , active and safe community for all
residents.
SUCCESS OF FLOOD FAIR
The Parish Council would like to thank all those residents who
attended the community flood fair held at Ecclesbourne 6th Form
Centre. More than two hundred residents attended the event which
gave information on areas of risk, warning systems and practical
solutions to flooding. Residents are reminded that emergency
sandbags and sand is now held by the Parish Council for residents in
times of emergency. We would also remind residents of the article
placed in last months newsletter regarding the emergency plan for

COMMUNITY ACTION PLAN — GET INVOLVED
The Parish Council are working with Derbyshire County
Council , AmberValley, the Police and Fire and Ambulance
Service to put togethera Community Action Plan for
Duffield.
The Plan is intended for use in the case of a civil emergency and
is local to the Parish. The aim of the Plan is to hold a central
paper document that contains contact information for those who
may assist or who may need help in the case of an emergency.
It will identify two contacts in addition to the Parish Council
who will link in with the population generally to cascade
information and communicate with the public.
To make the plan successful it is important that the
community become involved.
We need to identify and hold information in the plan on
individuals who can help the community in times of trouble.
We
also need to identify people who would be vulnerable and might
need help. The type of information we need is the name,
contact number and address of Doctors , Nurses, Firefighters,
First Aiders, Paramedics, Pharmacists, Ambulance Drivers,
Clergy, Vets, Farmers, Radio Operators, particularly those with
amateur radio equipment, and Boat Owners who live locally
(working or retired.) If you have access to a helicopter we
would also like to hear from you.
Because this is personal
information all data must be held in accordance with the data
protection act, and individuals must agree to it being held. We
hope that we will never need to use the information in the plan,
but this will it is hoped give the Parish some emergency cover
until the national emergency services can assist us.

PARISH COUNCIL TO HOLD EMERGENCY SANDBAGS
As part of the review of emergency procedures in Duffield,
the Parish Council has agreed to purchase sand and hold
1000 sandbags forcommunity use.
The sandbags have been kindly donated by Derbyshire County
Council, however the sand will be purchased by the Parish
Council. The sand and sandbags will be held at Duffield
Cemetery and be available to residents of the Parish at times of
flood, free of charge.
INTEREST IN GROUND MAINTENANCE CONTRACT
The Parish Council will be sending out tender documents
forthe Grounds Maintenance Contract forall open spaces
in Duffield forcommencement in March 2009.
The Parish Council are therefore seeking preliminary enquiries
for the contract. If you would like to register an interest to
tender for the contract please contact the Clerk Documentation
for the tenders will be sent out in early autumn 2008.

UPDATE ON GRAYS RECREATIONAL GROUND
The Parish Council are pleased to report that all funding to
install the new play area on Grays Recreational Ground has now
been secured and that negotiations regarding the installation
date are underway. Work on the steps and entrance will be
started as soon as weather conditions allow, whilst the new play
area and new access path will it is hoped commence in mid to
late February. If you have any concerns about the project or
would like more information please contact the Clerk for further
information. More details on how we funded this project and its
opening will follow in the next newsletter.
COUNCIL SETS IT PRECEPT
Following a meeting of the Parish Council in January the Parish
Council have set their annual precept for 2008/09 of £87, 714.
The Precept is the amount that is charged on your rates for the
services provided locally by the Parish Council. This money
covers the cost of maintaining Eyes Meadow, Gray Recreational
Ground and Duffield Cemetery. Included on these sites are five
properties for which the Council is responsible, three of which
are listed buildings. In addition to these assets the Parish
Council also undertake maintenance and repair of some local
footpaths and roadways. It is anticipated that the Parish Council
will complete the resurfacing of Cockpit Lane, and the roadway
outside the cemetery at a cost of £22,000. Work to replace a
window and heating system at the Cemetery Lodge is also
planned. The precept has been set following a review of the five
yearly budgets set by the Council. The Council continually
reviews its position and has adopted risk assessment and
smoothing reviews to ensure that Parishioners contributions are
used as efficiently and effectively as possible.
NO VINTAGE EVENT FOR EYES MEADOW
The Parish Council has reluctantly rejected a request from
Belper Vintage Steam Event organisers to hold their annual
event at Eyes Meadow. This decision was made by special
resolution following the enactment of a little known agreement
by Network Rail on the repair and maintenance of the bridge on
Donald Hawley Way. The Parish Council has had to take this
action to restrict its liabilities and is looking at what further
needs to be done.Legal advice on the position of the Council is
currently being taken.
FUNDING FOR LOCAL ORGANISATIONS
The Parish Council would again like to highlight the availability
of small grants available under s137 funding. These grants are
made annually and can be awarded to not for profit or charitable
organisation. If you would like to find out more please contact
the Clerk who would be happy to pass on an application form
and grant criteria. All applications for this year must be received
by the Parish Council by the 28th February 2007
OWNERS OFUNSAFE MEMORIALS SOUGHT
The Parish Council is continuing in its attempts to contact
families of memorials owners following the completion of
testing at Duffield Cemetery Anumber of relatives have come
forward, but many memorials that have been made temporarily
safe remain unclaimed. If any member of the public is aware of
contact details for the families to whom these relate the Parish
Council would be very grateful if this information could be
passed onto either the Clerk or the Cemetery Superintendent.
All information will be treated in the strictest of confidence. We
would ask relatives not to remove the stabilizing bands and
stakes on the memorials as these are in place as a safety
measure, and their removal could result in injury to third parties.
COMMUNITY FLOOD FAIR
The Parish Council will be working in partnership with Amber
Valley to bring an information evening to residents of Duffield
to inform residents as to how they can defend their property
against flooding. The event will be held at:

HAPPY NEW YEAR FROM THE PARISH
COUNCILLORS
As the New Yearbreaks Councillors and staff at the Parish
Council send theirwishes of happiness and good health to all.
CONCLUSION OF AUDIT
The Parish Council are pleased to report that following our
annual inspection by the Audit Commission the auditor
reported that “the information contained in the annual
return is in accordance with the Audit Commissions
requirements and no matters have come to its attention
giving cause forconcern that relevant legislation and
regulatory requirements have not been met”.
This follows “excellent” comments made by our independent
internal auditor in July. If you would like to have more
information about our accounts information regarding this is
currently on display on the notice board in the center of the
village.
RE- INTRODUCTION OF GREEN WASTE
COLLECTION
Following intense lobbying of AmberValley Borough
Council by local members, residents and the Parish Counci
a proposal to re-introduce the green waste collection service
has been put forward.
The collection service will commence in April and incur a
charge of £39.00.

PUTTING THEIR FEET UP
After more than 35 years serving as footpath advisors to the
Parish Council, Colin and Mavis Tonks have decided to
hang up theirwalking boots and retire from the Parish
Council.
Colin and Mavis were amongst the first members of the
footpath committee which was formed in the early 1970’s.
During this time they have annually walked a number of the
rural footpaths in the Parish to make sure they stay open and
safe for all other users.
The drawings and maps that they made of their walks were
used in the Duffield Footpath Booklet and are still used by
many walkers today as guides to routes around Duffield.

FIREWORKS GO WITH A BANG
The Parish Council would like to say a big thank you to all
the volunteers who helped make this year’s Annual Bonfire
and Firework display such a great success.
Advanced ticket sales by Duffield News, Town Street Fish Bar
and Meadow Vale shops ensured that a large crowd was on site
to see the exciting display let off by Duffield Firefighters.
The 620 Squadron ATC and members of the Duffield
Community Association took control of marshalling and crowd
control, whilst Derek Lodge led members of the Scout Network in
ensuring that lighting and safety were top of the list.
The Carnival Princess, Grace Curtis ably assisted by her
attendants Ellen Horner and Elinor Miles were on hand to light
the bonfire, built earlier in the day by the ATC, Scout network
and fire fighters .
At the end of the night two lucky boys were given a
demonstration by the fire service on how to extinguish a
bonfire.

If you are wondering what happens to the proceeds from the
fireworks: some of this money has been reinvested into this
years display, but a significant amount was used to cover the
cost of Christmas lights and trees for the village center. Grant
contributions were also made to charity bodies that helped on a
volunteer basis with the display.

GRAY RECREATIONAL GROUND DEVELOPMENT
Following a meeting of the Parish Council on the 9th
October2007 councillors elected to accept a tender for the
provision and installation of a new playground on Grays
Recreational Ground.
A request for the balance of funding has been made to Amber
Valley Borough Council, and it is hoped that once this has been
secured, the installation of the playground will take place.
Grant Funding is also being sought from BIFFA an
environmental trust.
The Parish Council should know about all the funding by December and all being well, the installation of the new
playground should start in January.
If you would like to have a look at the proposed playground, it is
to be displayed at the Parish Office in the Weston Center, so
please feel free to pop in and have a look.
To ensure a safe play area, members of the Parish Council also
resolved that dogs visiting Grays Recreational Ground would no
longer be able to run free but must be kept on leads.
Notices to this effect will be placed on Gray Recreational
Ground.
This decision was made possible under the powers awarded to
Parish Councils in the Clean Neighbourhoods and Environment
Act 2005. Failure to comply can lead to an on the spot fine for
offenders.
